This is an Ellicott City’s institution. The facility is decorated with Navy and Army photos and replica. Andy has been giving haircuts for many years. He takes time to do a custom cut. A great value for $11+ tip. If you are in a rush, go elsewhere. The other barber Phyllis is good too. Update: Andy has retired for health reasons. The place is open – but is a shadow of its original self. Sad.
